Scholarships
International Student and Scholar Services (ISSS) administers three scholarships that are available to qualified F-1 and J-1 students.
International Student Retention Scholarship (ISRS)
The International Student Retention Scholarship, made possible through funding from the State of Oregon, offers partial tuition scholarships each year to a number of deserving students from countries throughout the world. Recipients receive a $1000 tuition waiver for a maximum of six terms and awards are given in fall, winter, and spring terms.
International students who demonstrate financial need, have clearly defined academic and professional goals, and who strive for academic excellence, are encouraged to apply for the International Student Retention Scholarship.
Applicants may be either undergraduate or graduate students. In order to apply for the ISRS, undergraduate students (at least sophomore standing) must have been enrolled at PSU for at least 3 terms. Undergraduate transfer students (at least sophomore standing) must have been enrolled at PSU for at least 1 term. Post-baccalaureate and graduate students must have been enrolled at PSU for at least 1 term. Undergraduate recipients must maintain a 2.75 GPA at Portland State University and graduate recipients must maintain a 3.00 GPA at Portland State University.

To apply, you must submit the application form and documents listed on the application form. You must be a current PSU student to apply for ISRS. Please do not complete this application form if you are a prospective student.
Please remember to save the form before you attach it to an email or print it out. Not saving the completed form could result in the data being lost. Applications are accepted continuously and must be received by the deadlines listed above for consideration in the following term. Approximately 30 scholarships are awarded annually.

International Cultural Service Program (ICSP)
ICSP is a scholarship program for international students. ICSP students complete 90 hours of cultural service per academic year. This service generally takes the form of giving cultural presentations to local schools and community groups.
PSU students selected as ICSP participants receive a partial tuition remission scholarship equal to approximately half of the non-resident tuition charged during fall, winter, and spring terms. The scholarship funds are provided by Portland State University and distributed in the form of tuition remission scholarships applied to the student’s university account.
In order to apply to ICSP, undergraduate students (at least sophomore standing) must have been enrolled on a full-time basis at PSU for at least 3 terms. Undergraduate transfer students (at least sophomore standing) must have been enrolled at PSU for at least 1 term. Post-baccalaureate and graduate students must have been enrolled at PSU for at least 1 term.

Keith Morden Memorial Scholarship
Burke and Alice Ann Morden established the Keith Morden Memorial Scholarship in 1988 in memory of their son. This award assists one qualified international student per year with that student’s final year of undergraduate studies at PSU. Application is by invitation only for students entering their senior year. Recipients receive $600 per term for their final 3 terms.
